Contact Someone Who Is In Jail

The Olmsted County Adult Detention Center, in Rochester, MN uses video visitation for all social visits. (All video visits are recorded and may be monitored.) Visits must be scheduled 24 hours in advance.

You can also contact someone who is in jail by using the phone, email, or US Mail.

Read and understand the rules 

ALL incoming mail is searched.

You may send:

  • A handwritten letter, written with a pen or pencil (no crayon or marker).
  • A typed letter
  • Photos (they must be appropriate and do not have any kind of gang signs)

You may NOT send:

  • Blank paper
  • Books, magazines, newspapers
  • Envelopes
  • Magazine articles (including a page ripped out of or cut from a magazine, or a photocopy)
  • Mail that has an odor, fluids, or stickers.
  • Obscene or gang related material
  • Packages (Everything must fit inside an envelope.)
  • Personal checks
  • Stamps
  • Third party checks

All incoming mail is searched. If we find anything that is against the rules, we will either return it to the sender or we will put it with the detainee's property and it won't be returned until the detainee leaves custody.

Detainees Sending Mail:

Detainees are allowed to purchase and send out an unlimited amount of letters to correspond with you. These can be purchased through our vending services if they have money on their account.

Set up an ICSolutions account 

You cannot call detainees (people in jail) directly. The detainee must call you. The detainee uses the ICSolutions prepaid telephone service. You must set up the prepaid telephone service account.

What happens if I do not have an account and the detainee tries to call me?

The first time the detainee calls you, the first 60 seconds are free. This is the only call that is free.

At the end of the 60 seconds, stay on the line so that you can be transferred to a live Customer Care Representative.

They will give you information about all of the prepaid phone service options, payment purchase options, and answer any questions you have.

As soon as you purchase phone time, the detainee can make more phone calls.
